COMMUNIQUE CONJOINT DE LA REUNION DE GBADOLITE ENTRE LE MOUVEMENT DE
LIBERATION DU CONGO, MLC ET LE RASSEMBLEMENT CONGOLAIS POUR LA
DEMOCRATIE, RCD/GOMA
En date du 1er septembre 2000, une délégation du RCD conduite par le
deuxième Vice-Président, Maître Moïse Nyarugabo s'est rendue à Gbadolite
pour discuter avec le MLC de la relance des activités du Front Commun des
mouvements de libération du Congo mis en place en date du 21 décembre 1999
à Kabale. Le RCD a saisi cette occasion pour témoigner de sa compassion à
l'endroit du peuple meurtri de l'Equateur victime des bombardements aveugles des troupes de Kabila et de leurs alliés.
Le MLC de son côté a tenu à remercier le RCD pour les encouragements et la
marque de solidarité lui témoignés.
Au regard des points suivants, le MLC et le RCD ont confirmé une parfaite
identité de vue sur:
1. La nécessité du respect intégral par toutes les Parties signataires des
accords de cessez-le-feu de Lusaka
2. L'appui au processus de déploiement des troupes de l'ONU au Congo
3. La réaffirmation du soutien au facilitateur du Dialogue intercongolais,
Sir Masire.
4. La dénonciation des violations du cessez-le-feu par Kabila et ses alliés
et des bombardements aveugles des populations civiles
5. La dénonciation des violations politiques des accords de paix, particulièrement la mise en place d'un pseudo-parlement, la poursuite des
arrestations des personnalités politiques, des journalistes et la prise en
otage de l'opposition non armée
6. L'appui à la procédure de mise en accusation par la justice belge des
autorités de Kinshasa reprochées de crimes contre l'humanité
7. La dénonciation de l'utilisation des bandes armées (Maï-Mai), des
génocidaires (interahamwe, FDD) et des mercenaires par Kabila
8. L'appui aux initiatives visant l'isolement diplomatique des autorités de
Kinshasa et de leurs pseudo-parlementaires qui vont à l'encontre du processus de paix en RDC.
9. L'intensification des contacts avec les partis politiques de l'opposition non armée et la société civile qui sont invités à s'organiser
davantage en vue de résister aux pressions et manoeuvres du pouvoir dictatorial de Kinshasa.
Désormais, toutes les initiatives politiques et mIlitaires des deux mouvements s'inscrivent dans une volonté partagée de conduire Kabila à
s'impliquer dans le respect des accords de Lusaka qui constituent la seule
voie indiquée.en vue d'une paix durable au Congo. Les deux mouvements
regrettent l'absence du RCD-ML et invitent ses leaders à s'entendre en vue
de rejoindre le Front Commun. Le MLC et le RCD sont convaincus que seules
des fortes pressions et l'appui de la communauté Internationale au processus de paix de Lusaka peuvent ramener Kabila à la raison.

A JOINT COMMUNIQUE ON RCD-MLC CONSULTATIVE MEETING HELD AT GDADOLITE ON 1st
SEPTEMBER 2000
As a follow up of the 21st December 1999 Kabale accord signed by the RCD,RCD/ML and MLC to create a common front and that resulted into the
formation of three coordinating structures namely- a Leaders Forum, joint
Political Commission and a Joint Military Commission. Following the Kabale
Leaders Forum meeting of the 7th and 8th January 200;and in reference to
the joint Report of the Political and military Commissions that met at
Kyankwezi from23rd to 31st January 200; Recognize the need to review progress made to date in the implementation of the said Kabale accord;
Aware that the MLC and the RCD have a common goal in ending the Congolese
conflict and struggle; A delegation of the RCD led by the second vie-president Moise Nyarugabo held a consultative meeting with the
leadership of the MLC in Gbadolite on the 1st of September 2000. The RCD
seized the opportunity to express his compassion to the civilians of
Equator Region victims of blind aerial bombardments by government troops
and allies. The MLC expressed its gratitude for the RCD's solidarity and
encouragement's.
During the meeting, the MLC and RCD concurred on the following points:
1 The necessity for integral respect by all the Parties signatories to the
Lusaka cease-fire Accord.
2 The support for the process of the deployment of UN forces.
3 The reaffirmation of the support for the facilitator of the Inter congolese dialogue,Sir Ketumile Masire.
4 The denunciation of the cease-fire violations by Kabila and the bombardments of the innocent civilians.
5 The denunciation of political violations of the peace accord, particulary
the installation of the pseudo-parliament, the continuous arrests and hostage taking of political personalities, and journalists .
6 The support of the procedure of the Belgian Justice to bring before Justice the Kinshasa authorities for crimes against Humanity.
7 The denunciation of Kabila's continuous use armed bandits (Mai-Mai),genocidal forces(Interahamwe,FDD) and Mercenaries.
8 The support for all the initiatives to diplomatically isolate the Kinshasa regime plus its institutions that are hindering the Congolese
Peace Process. E.g.: The denial of Visas to Kabila, his accomplices and
members of the so-called parliament.
9 The intensification of contacts with the non armed opposition and the
civil society, who we call upon to better organize themselves in order to
resist the pressure and maneuvers of the Dictatorial regime of Kinshasa.
Henceforth, all the political and military initiatives of the two movements
(MLC and RCD) subscribe to the common will to bring Kabila to accept and to
respect the Lusaka Peace Accord which is the only path to bring about durable peace in the CONGO.
The two movements regret the absence of the leaders of the RCD/ML and invite them to rejoin the Common Front.
The Liberation movements in the Congo are convinced that ONLY strong pressure and the support of the Liberation struggle by the international
community can instill sanity in Kabila in order to recognize and respect
the Lusaka Peace Accord.
