We understand that Ambassadors are politicians, so they speak a
political language. And we
know that in many
occasions, politicians tend to say the opposite of what they know.
Well, that’s the job they
have chosen.
But
I’m trying
to react to your Jan
19/00 message posted at
Marek’s NCN in an
analytical way, a non-political
view of the
situation..
How
can you claim (I would even say brag…) that Rwanda is in Peace when
thousands of disgruntled armed Rwandan Hutu are “actively hiding”
next door ?.
The
cause of your conflict is endogenous and the DRC is just a
precipitating factor, you will have Peace only after eliminating the
source of trouble,
which is
MONO-ETHNIC DICTATORSHIPS. YOU NEED YOUR OWN NATIONAL DIALOG
TO INSTALL RULE OF
LAW AND DEMOCRACY. I think it’s
a misjudgment to believe that “exporting the inter-ethnic killing”
to a foreign territory offers a
permanent solution.
The
same applies to DRC. The cause
of its conflict is endogenous and
Rwanda is only a precipitating
factor. But at least, in our case, one Dictator put an end to
the bloody inter-ethnic conflicts of the 60s, so that both
dictatorships have not
been sitting on bloody inter-ethnic violence.
I
would say that Rwanda needs a National Dialog. very badly. Those Hutu
fighters will have to go
peacefully home some day!

de la part de l’Ambassadeur du Rwanda aux USA de declarer que “le
Rwanda est en paix” au moment ou
des milliers de combattants Hutu “se cachent en restant
actifs” juste a
cote.
Le
Rwanda doit eliminer la cause de son problème: des dictatures
mono-ethniques. Il a terriblement besoin d’UN DIALOGUE NATIONAL POUR
INSTAURER L’ETAT DE DROIT ET LA
DEMOCRATIE. Ces combattants Hutu devraient rentrer paisiblement chez
eux un jour! |
