APRÈS KOSOVO, LE CONSEIL DE SÉCURITÉ ENVOI UNE AUTRE
MISSION DE MAINTIEN DE LA PAIX SOUS LE CHAPITRE VII DE LA CHARTE DE L’ONU EN EAST TIMOR, ALORS QUE CERTAINS

Héritiers de la Justice voudrait attirer l’attention de tous sur les déclarations des certains milieux
diplomatiques qui continuent de soutenir que l’ONU ne saurait envoyer des forces au Congo sous mandat du
chapitre VII de la Charte de l’ONU, alors que cette dernière vient d’autoriser une force similaire en East
Timor. Pas plus loin que Lundi de la semaine dernière, le Vice-ministre sud-africain des affaires étrangères
surenchérissait le même avis. Toutes ces opinions pessimistes insistent que la mission congolaise
comporte d’énormes risques que l’ONU ne saurait prendre.
Héritiers de la Justice fait remarquer que le Conseil de Sécurité a adopté la Résolution d’hier en dépit des
menacent ouvertes proférées par les milices de East Timor contre les forces Onusiennes. Ces menaces ont
été prises au sérieux et les préparatifs sont conséquents. Le Gouvernement australien, qui assume
les commandes de cette force, a averti ses troupes d’éventuelles pertes en vies humaines et les préparent
en conséquence.
Héritiers de la Justice se réjouit du courage du Conseil de Sécurité et espère que cet organe de
l’ONU paiera la même attention à la crise congolaise lors du débat sur l’envoi d’une force multinationale.

September, 15 1999 the Security Council adopted a resolution aiming at sending a multinational force in
East Timor under Chapter VII. This happens at the same time that an international force is being proposed in
the Congo for enforcing the Lusaka Accords.
The yesterday Resolution was adopted despite unveiled threats made by the militias operating in East Timor
against the forthcoming multinational force. The Australian minister of defence, whose country is
leading the 8,000 this force, referred to these threats by warning its troops of possible casualties
and clashes with the different East Timorese militias.
Since the signature of the Lusaka Agreements by all parties, there is an ongoing debate over the issue of
whether or not the UN was prepared to send an international force in Congo under Chapter VII (a
force with prerogatives of enforcing the peace agreement). Many opinions continue to argue that the
risks are too high in the Congo that the UN is
unlikely to act under Chapter VII as far as the Congo-proposed multinational force is concerned. Those
who take this line of reasoning, refer to the militia, which according to the Lusaka Accords should be
disarmed.
Heritiers de la Justice applause the courage of the Security Council, which in spite of the risks on the
ground, adopted the Resolution sending a multinational force in East Timor under Chapter VII.
Heritiers de la Justice hopes, the United Nations will pay the same attention to the Congo crisis, when time
will come for sending a multinational force.
