FORCES MAI MAI-FAP DECLARATION ON THE LUSAKA 'PEACE' FORUM
(REF.: 00342/CPM/FMM-FAP/RGE/06/99June 28, 1999
-Whereas the fundamental cause of Africosis (African general crisis) is not the
multitude of its consequences or results (such as: lack of democracy, ethnic conflicts,
colonial borders, corruption, nepotism, lack of "free" market,..), it is,
rather, Ubuhake, a Bantu Hutu word describing a socio-politico-economic structure of
unequal redistribution of all State powers and all State resources between, on the one
hand, an indigenous minority proto-hegemonie naturally allied of globalism/neo-imperialism
(representing less than 0.03% of the entire population) BUT possessing everything,AND, on
the other hand, a marginalized indigenous majority population (representing over 99.07% of
the entire population) who are powerless, voiceless, homeless and defenseless.
-Convinced that the Ubuhake structure logically breeds a social practice of
discrimination, called Akazu (in the Bantu-Hutu language meaning "nepotism,...) based
on class and ethnic lines, reinforcing the contradiction of the two unequal social
categories, one representing the ruling elite and the other representing the marginalized
ruled and exploited masses wherein the latter, victims of the practice of political
repression, economic exploitation and social cannibalism, are used as means for the
empowerment and enrichment of the first (e.g., the ruling minority).
- Convinced that the restoration of a genuine multipartyst (and not bourgeois)
democracy can not only help restore justice leading to the reimbursement, with interests,
of all State powers and all State resources to their legitimate owners, namely the
majority of the populations, thus laying a strong foundation for permanent peace and
progress;
- Addressing the Participants to the Lusaka "Peace" Conference: Whereas, the
US pressure, has caused some of you, participants, to reject the most rational and
principled President M. Kadhafi's Syrte Accord in favor of a pro- West-Mandela-Tutsi-
minority-sponsored plan, which is nothing but a prescription for the yugoslavization of
the Congo or, par defaut, the secession of portions of the Congolese territory, paving
thus the way for their annexation to the apartheid minority regimes of Rwanda, Burundi
and, perhaps, to Uganda;
-Whereas, instead of sticking to the matters within your "legal" boundaries,
namely, the cease-fire, exchange of war prisoners and the return of non-invited forces
(since you did recognize the legitimacy of the Kabila regime) you have interfered, the, in
the internal affairs of the Congo affairs (calling for: the unification of rebel and gov.
soldiers into one national army, democratization, gov.-rebels dialogue, national debate,
participation of "civil society" into active national politics,...), national
matters which, which only the sovereign people of the Congo or its democratically elected
representatives have the full rights to decide;
-Whereas by interfering with the sovereign people of the Congo's fundamental rights,
namely the freedom to decide what they themselves think are the ways to solve the crisis,
you have, without their mandate not only breached the principles of international law, but
your have also insulted the dignity of such a people--for who are you and who gave you the
rights to confiscate such fundamental rights to the sovereign people of the Congo? "

- Wondering your impartiality while you ask the Kinshasa regime to
"democratize",," to "meet with its "rebels", to integrate
its armed rebels into the national army", "to engage all citizens into a
national debate", sound wonderful; but you, including your Western sponsors,
hypocritically, you have turned the other way when it comes to ask the three apartheid e
of Burundi, Rwanda and Uganda, to meet also their own credible, responsible, legitimate,
anti-apartheid and pro-democracy opposition forces such as: For Rwanda: James Gasana's
Congres Democratique Africain, John Karuranga's The Rwandan National Liberation Movement,
Former Prime Minister Faustin Twagiramungu's Forces de Resistance pour la Democratie,
Union des Forces Rwandaises pour la Democratie, Monarchist UNAR, For Uganda: The Reverend
Josef Kony;s Lord Resistance Army, Allied for Democratic Forces, West Nile Bank Front, The
National Army for the Liberation of Uganda, Salaaf Tabliqs, West Nile Bank Front's
breakaway Uganda National Rescue Front II,etc.
For Burundi: Conseil pour la Defense de la Democratie, being one of the major freedom
fighter movements in Burundi.
- Disturbed that you participants, have the nerves to disarm Ugandan, Burudian and
Rwandan who are fighting for democracy, human rights in their own countries?
- Concerned on your intentional and false accusation in making all Hutus
"genocidaires" a "interhamwe";
- Concerned on your false accusations against any innocent Hutus who worked for the
former government (as public servants, political persons or military) home or abroad
"as genocidaire", have emotionally troubled this Bantu populations of the Great
Lakes Region;
- Noticing that you have not, despite of UN Investigative Team evidence, addressed the
question of crimes against humanity committed against Burundian, Rwandan and Congolese
Bantu Hutu throughout the Congo and even out o the Congo;
-Wondering why you don't address the existence of apartheid regimes in Burundi and
Rwanda where the ethnic minorityTutsi (representing only 9% of the total population) have
all the powers over the Bantu Hutu population (representing over 89% of the entire
population); and in Uganda (where the 10% of the ethnic minoriyTutsi led- government rules
over 90% of the rest of ethnic majority population), countries where the oppressed
majority are concentrated in Bantustans (called imudugundu in Rwanda)- the so-called
"Protected villages" in these three apartheid countries.
Tutsi
-Whereas you adopt the illogic according to which All Hutus are
"genocidaires" or Hutus=interhamwe, hence candidates for persecutions;
-Considering that our memories of white South African mercenaries crimes against
humanity in our country are still very fresh, their vicious atrocities perpetrated on
Black People in South Africa for centuries and of the general destabilization of Southern
African countries, to include them into the so-called Peace Keeping Forces, is tantamount
with sending Nazi troops to settler the white Israelis-Black Israelis (Ethiopian Falashas)
racial crisis (the latter being victims of Jewish racism);
-Whereas you do not, among others, condemn South Africa's social-accommodist and
Made-in-West-Leader for Africa, M. Nelson Mandela, to stop the sales of arms to the
apartheid regime of Rwanda (in violation of 1994 UNSC Arms Sales Embargo Resolution
Against Rwanda) and the manufacturing of arms in Uganda--which are used in hundreds of
massacres of babies, women, priests, etc. in the region, Mandela being a failure not only
domestically but also diplomatically (the Lesotho fiasco is not a joke);
-Whereas you are asking the Kabila regime to disarms the so-called militias whom
neither you nor your sophisticated Western intelligence services can even identify, is not
only illogical but also irresponsible; non-violent
Whereas these Ugandan, Burundian and Rwandan violent and nonviolent majority freedom
fighters are based not inside the Congo but deep inside these weak apartheid regimes;
-Considering that the so-called border security "problem" is the result of
the lack of democracy in those apartheid countries and that the restoration of democracy
is the only logical solution to it- an issue which you do not dare to
address---questioning your and impartiality and credibility as peacemakers and mediators;
- Considering both your failure and hypocrisy to ask also the USA to withdraw hundreds
of its so-called "anti-insurgent" commandoes who are murdering anti-apartheid
Bantu Hutus and other ethnic groups in these apartheid countries and in the Congo as well;
On the basis of the above, the Politico-Military Council of FORCES MAI MAI-FAP decides:
Art. 1. Forces Mai Mai will not honor any cease-fire accord as long as authochtonous
people are still under a foreign occupation and aggression.
Art. 2. Forces Mai Mai repudiate any attempt at the dignity of the Congolese People
when non-mandated persons have the nerves to speak and decide for them.
Art. 3. Forces Mai Mai warn the leaders in Kinshasa to make sure that they do not
sacrifice the interests and the dignity of the people by capitulating to degrading Lusaka
irrational and insulting demands that damage their dignity and integrity as a free and
sovereign people.
Art. 4. Forces Mai Mai advise those Congolese groups such as the so-called "Civil
Society" that they should not lobby foreign powers (some of which finance their
projects and hence control their minds) to intercede for them, the proper place to handle
their complaints is in the Congo and their advocates should be the people of the Congo,
for it is a national problem and not an international one, for it is wrong and insulting
to the Congolese people for these Lusaka representatives, to force the Congolese to do
things which they, themselves, would not allow in their own political system (who among
you would tolerate your home governments to reserve a special quota in you ministerial
cabinets of the representatives of your "civil societies" such as - churches,
human rights groups, etc.?);
Art.5. An apartheid-led Peace Accord that is impartial and fails to address the evil of
Black Apartheid and the lack of democracy in these three countries is nothing but a
prescription for disaster.
Art. 6. African leaders and misleaders must be impartial not to play a double standard
morality whereby they convey to the world that Black apartheid is better than White
apartheid in South Africa.
Art 7. Forces Mai Mai ask African leaders and misleaders to be very practical and
understanding in the formulation of the Lusaka Accord not to succumb to the low politics
for, we Forces Mai Mai, control 4/5 in the occupied zones and all authochtonous
populations hate the invaders and we have been in this struggle for longtime to know how
to shape the next move of such legitimate wars for the Liberation of the all the oppressed
peoples in the region.
Art.8. Forces Mai Mai warn the Panafrican and international opinions that any attempts
or attacks by foreign troops on Burundian, Rwandan and Ugandan anti-apartheid freedom
fighters is tantamount to attacking Forces Mai Mai and the latter would not hesitate to
hit back since their consider any Lusaka Interventionist Forces as invading mercenaries to
be attacked in the same manner as the current apartheid invading mercenaries.
