Chers amis et compatriotes,

Vous avez appris que le Rwanda a decrété un Cessez-le-feu unilatéral et que les troupes ougandaises ont déjà commencé à quitter le territoire congolais. Vous avez également appris que les troupes libyennes sont déjà arrivées à Kampala. Tout cela est le produit d'un Accord de paix signé le 18 avril 1999 sous l'initiative du Colonel Kadhafi, chef de l'État de la Libye dont voici le texte original en anglais document public que nous reproduisons ici pour vous. J'attire votre attention que le texte que vous allez lire a été dactylographié et non reproduit par le moyen d'un scanner, ce qui signifie qu'il peut y avoir des erreurs de frappe. Je m'en excuse d'avance tout en soulignant que l'important à retenir est son contenu. Je vous suggère même à l'analyser et à le commenter sous différents angles.

Peace Agreement

On the basis of the O.A.U Charter, of the first Cairo Summit in 1964 calling to respect the pre-independence terms
In the view of the military operations in the Great Lakes region leading to the destabilization of peace and security with various states,
Opening the door before foreign interventions, which hinder the aims of the Continent towards development and integration,
Out of Sirte mini-Summit on 30/09/1998 relative to the current conflict on the Great lakes region,
Confirming the Lusaka Summit held from 13 to 16/01/1999,
The preceding meetings and the achieved results aimed at finding a lasting peaceful solution to the conflict in the C.D.R.,
Realizing the tragedies of the awful massacres as a result of the armed strife in the region,
The signatories of this agrement have decided the following:
1. Affirm the security and integrity of the political borders of all states.
2. Immediate cessation of hostilities to pave the way for dialogue and peaceful solution.
3. Deployment of neutral african peace keeping forces in the area where there are troops of Uganda, Rwanda and Burundi inside the C.D.R.
4. Withdrwal of Ugandan and Rwandan troops will be timed with the arrival of the African peace forces.
5. The signatories to this agreement condemn all acts of violence and mass murder, and affirm the need to chase the killers, punish and disarm them.
6. Encourage C.D.R. to initiate a national dialogue for all parties.
7. Withdrawal of all foreign forces present in the C.D.R. as soon as peace agreement is reached.
8. All parties pledge to refrain from taking actions to overthrow the regime in the C.D.R.
9. Respect the principle of non interference in the internal affairs of countries.
10. Stress the continuity of leading role of the brother leader as peace coordinator in the Great Lakes region, in creating the climate and mechanism and to liaise with President Ciluba and to accelerate the process of peace.
