If there is still doubt in your mind as to the existence of a secret hand financing the conflict in our country, here is the answer for you. You see, the attached piece of news may not be all that huge but, it begs this question: If a country cannot pay a simple third of million debt, how can the same country finance a war in a foreign country?
Different priorities? maybe, but I don't think so.

Ugandan plane seized in debt action

It has been reported in Uganda that the only plane owned outright by the country's state airline has been seized as part of a legal action over the company's debts.

The Ugandan newspaper, Sunday Vision, said the forty-four- seater Fokker Friendship plane was attached by Shell Oil, which is seeking payment of more than three-hundred-and-eighty-thousand dollars for petrol products.

Uganda Airlines, which the government has been seeking to privatise, also uses two Boeing planes leased from Australia and Zimbabwe.
